Extra "coat" defect, Mars 3

My Elegoo Mars 3 printer is just a week old. I have strange defect, which I cannot explain. From the first layers model have some kind of extra coating, which goes away at certain height. 

   

This extra coating is quite easily brushed away in soapy water. So far I was printing only small parts and cannot confirm, if the defect was present from the very beginning. Vat has been cleaned and resin filtered, replaced. Second print has the same defect.

Ditch the "water washable" resin, it creates numerous problems--I.e. it sucks...
